Mr. Arca is an attorney admitted to practice law in Florida, and works in the Firm’s Business, Immigration and Italian Citizenship, and Estate Planning and Probate practice areas.

Mr. Arca’s niche immigration practice primarily focuses on providing legal services to foreign investors and businesses seeking to enter the U.S. market.  Mr. Arca proficiently handles both Family-based and Employment-based immigration matters, nonetheless, Mr. Arca concentrates his efforts on complex cases related to U.S. Citizenship; Permanent Residence or “Green Cards”; E, L, O, B and other nonimmigrant visas used by foreign investors and enterprises to conduct business in the United States.

Further, in conjunction with Italian attorneys and other professionals, Mr. Arca routinely represents U.S. and foreign clients, who wish to apply for Italian Citizenship, Italian visas (whether personal or business-related), and the acquisition of Italian real estate.

Additionally, Mr. Arca routinely represents and advises clients on a wide variety of business and corporate matters, ranging from entity formation to particularized contract negotiation and drafting. As stated earlier, many of our clients come from abroad and often are unfamiliar with the intricacies of U.S. business.  Therefore, aside from the transactional business needs of foreign investors and businesses, Mr. Arca offers particularized legal services, bridging cultural and business differences and facilitating cross-border transactions.

Lastly, Mr. Arca also assists and represents clients who seek to protect their assets, establish an estate plan, or seek representation in probate administration matters.  Mr. Arca advises and encourages his clients to create and periodically revise a tailored estate and asset protection plan, fitting their needs and goals. These considerations are particularly important when foreign individuals invest in the United States.  Accordingly, Mr. Arca together with his client’s tax advisors, employs several strategies to create and maintain well-thought-out estate plans and avoid costly probate proceedings and tax consequences.

Before becoming a partner at Fleitas + Arca PLLC, from January 2018 until December 2023, Mr. Arca worked as an Associate Attorney at FLEITAS PLLC.  Mr. Arca attended Florida International University College of Law, where he earned his Juris Doctorate and graduated Magna Cum Laude, was honored as Salutatorian of his graduating class, and was awarded the Medallion of Distinction for Excellence in Civic Engagement for logging over 200 hours of pro bono work.

During his stay at Florida International University’s College of Law, Mr. Arca served as a judicial intern for the Honorable Cecilia M. Altonaga in the U.S. District Court for the Southern District of Florida, and the Honorable Barbara Lagoa, in the Third District Court of Appeals. Mr. Arca also served as a Staff and Senior Staff Member in the FIU Law Review and worked in the Carlos A. Costa Immigration & Human Rights Clinic.
